The Voronezh region in Russia has announced an ambitious initiative to digitize its geospatial data and streamline project documentation approvals — a move aimed at accelerating sustainable regional development and boosting investment appeal.

From Paper Maps to a Digital Future
Voronezh authorities are launching a unified, accurate, and publicly accessible digital geographic database.
Officials expect that the shift from outdated paper maps to digital data will reduce the time required to prepare topographic foundations by 40% and cut mapping errors by half. In turn, these efficiencies could accelerate investment project implementation by 25–30% and reduce total project costs by 10–15%.

The program also includes the introduction of a single approval protocol for design and cost-estimation documentation, designed to shorten the bureaucratic process from 140 days to just 45. Experts forecast that this reform will reduce disputes between investors and regulators by around 20%.
Creating a Sustainable Investment Climate
The Voronezh region has become one of Russia’s most attractive destinations for investors, thanks to its strong economic base, rich natural resources, and business-friendly policies.
In 2024 alone, investment in major regional projects exceeded $2.5 billion, with 60 projects completed — 41 of them in the agricultural sector, totaling nearly $1.8 billion. T
he region recently climbed from ninth to seventh place in the National Investment Climate Rating, reflecting ongoing efforts to reduce administrative barriers and create a transparent, efficient environment for business. Digitization of geodata will further improve investment conditions by enabling faster and more transparent infrastructure development.

The expected results go beyond economics: citizens will benefit from quicker construction of essential public facilities such as roads, schools, and hospitals. Lower construction costs could also help contain housing prices and improve affordability of public services.

The Voronezh pilot may serve as a blueprint for other Russian regions, especially those with large industrial, energy, or mining sectors where accurate and timely geodata are essential.
