Russia to Insure Citizens Against Data Breaches

A new system backed by Roskomnadzor will guarantee financial compensation for victims of personal data leaks, with claims filed digitally through the Gosuslugi portal.

Russia is preparing to launch a nationwide insurance system against personal data breaches, according to Izvestia, citing regulatory agencies.

Under the plan, companies that handle citizens’ data will bear financial responsibility. They will be required either to purchase insurance covering such risks or to create reserve funds for future payouts. Breach incidents will be officially recorded by Roskomnadzor.

Filing for compensation will be streamlined through the government’s Gosuslugi portal, eliminating the need for victims to collect paperwork or prove damages through lengthy procedures.

The urgency of this measure is underscored by alarming statistics: Roskomnadzor reports that the number of personal data leaks in Russia grew by 60% in the past year alone. At the initial stage, compensation is expected to reach up to 5,000 rubles (about $60).

By creating direct financial incentives, the system encourages companies to invest in stronger cybersecurity measures, ultimately enhancing the protection of Russians’ personal data.
