Russia has begun deploying AI‑driven “smart” patrol units as part of a new land‑use control program in Podolsk, Moscow Region. The technology is designed to support municipal inspectors by automatically identifying violations and notifying residents with detailed descriptions and deadlines for correction.
The system was developed by SoftLogic. According to the company’s marketing manager, Daria Volkova, the platform integrates an onboard AI module, cameras, and dedicated software. The equipment is installed directly in patrol vehicles and does not require additional roadside or stationary infrastructure.
The AI solution works in tandem with the Inspector mobile app developed by Russia’s Ministry of Digital Development. The app allows inspectors to track violations remotely using a smartphone or computer, while also recording geolocation and detecting attempts to falsify location data, ensuring the integrity of land‑use monitoring.
Officials emphasize that such tools accelerate routine field inspections and help municipalities respond more effectively to uncontrolled construction, improper land use, and other violations. By automating documentation and verification, the system frees inspectors for more complex tasks and improves overall service delivery for citizens.
The deployment of smart patrol units reflects a broader national push toward digital public administration. As AI technologies mature, they are increasingly integrated into urban management, from environmental monitoring to infrastructure oversight, supporting safer, more transparent, and more efficient governance.
