A Russian Region Explains the Success of Its Digital Transformation

Novosibirsk Region has emerged as one of Russia’s strongest digital transformation leaders, driven by massive infrastructure upgrades, the expansion of AI‑powered public services, and deep involvement in national pilot projects.

At Russia’s main national IT forum, “Digital Solutions,” organized by the Ministry of Digital Development with support from the federal government, Novosibirsk Region showcased its latest achievements in digital transformation. Yuri Petukhov, First Deputy Governor and head of the region’s digital development strategy, highlighted key results delivered under the national project “Data Economy.”

Today, 98 percent of the region’s residents have access to mobile communications and the internet. Novosibirsk Region ranks among the country’s leaders in public‑service digitalization: all socially significant services are now available online, and AI‑driven tools are being actively deployed across administrative workflows. A major priority remains eliminating digital inequality, particularly in rural and remote areas.

The regional tech ecosystem continues to expand. Around 3,000 IT companies operate in Novosibirsk Region, employing more than 30,000 specialists. According to Yuri Petukhov, the region’s success stems from consistent participation in pilot programs run by the Ministry of Digital Development, strong federal support, and the personal involvement of Governor Andrey Travnikov, who places special emphasis on cybersecurity, import substitution, and IT‑infrastructure development.

As Novosibirsk Region strengthens its position as one of Russia’s leading digital hubs, it continues to show steady progress and readiness for the next stages of technological growth.
