A Unified Digital Map of Utility Infrastructure Is Being Built Across Russian Regions
Russia is moving toward a fully integrated digital utility ecosystem, with regions beginning to deploy platforms that bring every critical infrastructure element onto a single intelligent map
A System-Level Step for Urban Management
Authorities in Volgograd have launched the development of a unified digital map covering the city’s entire utility infrastructure. The regional government has already opened a tender for the project, which is set to become a core element of long‑term urban modernization.
The interactive web-based platform will consolidate all existing and planned housing and utility systems. The digital map will include residential districts, water and wastewater networks, gas and electricity supply sources, heating infrastructure, and the operational zones of each utility service. The project budget totals approximately $293,000.
Once deployed, the map will function as a shared platform for all municipal services and utility providers. It will also serve as the foundation for Volgograd’s comprehensive utility development program through 2045.
From Isolated Solutions to a Unified Ecosystem
Earlier, at a meeting of the Digitalization Commission under the Russian Ministry of Construction, officials discussed the transition toward a full-scale digital ecosystem for urban utilities. Participants emphasized the need to shift from isolated pilot projects to a consistent, systems-level approach.
This transformation spans three major directions. The first is the creation of a unified digital system for technical records of apartment buildings — the so‑called electronic passports. The second is the automation of urban environments. The third is the development of digital services for property management companies.
Together, these initiatives are intended to ensure data transparency, improve operational efficiency, and create smarter, more reliable city services for millions of residents across Russia.
