Adoption Process in Russia’s Moscow Region Now Begins With an Online Appointment
Residents can now book appointments with guardianship authorities through the regional government services portal

Authorities in Russia’s Moscow Region have launched a digital service that allows residents to schedule appointments with the regional guardianship and trusteeship database through the region’s public services portal. The rollout was announced by the regional Ministry of Public Administration, Information Technology and Communications.
Online Appointment System
To schedule a visit, users only need to complete an electronic application form. The system then allows them to select a date, time and the relevant territorial office for an in-person appointment. The platform also automatically checks whether the applicant has previously submitted a similar request and whether it is still under review.
Digital Services for Future Parents
The new service is available on the regional public services portal in the “Semya (Family)” section under the “Opeka i popechitelstvo (Guardianship and Trusteeship)” subsection. It can be used by citizens who have already passed verification and received official approval confirming their eligibility to become adoptive or foster parents.
This approval can also be issued electronically through regional government services.
Candidates for foster or adoptive parenthood must be adults with full legal capacity, stable income and appropriate housing. Russian law also prohibits adoption by individuals convicted of serious or especially serious crimes.
