AI-Gosplan to Improve Efficiency of Russian Governance
Russia is building an AI-based strategic planning system called AI-Gosplan. It promises faster, more accurate decision-making in government and could later be exported as a governance platform.
A New Stage for Russian AI
Russia is developing a new strategic planning system, “AI-Gosplan,” under contract with the Presidential Administration, with input from the Security Council and the Ministry of Energy. The project aims to speed up and simplify decision-making across all levels of government. At its core lies an “intersectoral balance ontology” – a database linking economics, transportation, agriculture, and other sectors, with the flexibility to integrate further data. The AI-based system was presented at the Eastern Economic Forum.
Its implementation will mark a new stage in the development of Russia’s AI solutions, infrastructure, and analytics platforms. The system can model risks and generate scenarios, allowing government agencies to act with greater adaptability and speed. Faster decision-making means more efficient use of budget funds, accelerated updates of state programs, and a noticeable reduction in bureaucracy. Citizens will benefit from higher quality governance and more responsive state institutions.
Smarter Governance with Export Potential
In the future, AI-Gosplan could become an export-ready platform, especially for countries that need more flexible governance and strategic planning tools – such as CIS nations and emerging economies. Its international potential will depend on transparency and the success of pilot projects.
Domestically, the system is designed for use at all levels – from regions to the federal center – which ensures scalability. It could be applied in the Ministry of Energy, the Ministry of Emergency Situations, infrastructure agencies, and other sectors where real-time analysis and scenario modeling are crucial.
From Pilot to National Project
Development of the project began in 2024. In December of that year, the Crystal of Growth Foundation announced the creation of a self-learning AI-based system under contract with the Presidential Administration and the Security Council. By August 2025, the platform was recognized as an online tool for strategic planning with modeling and forecasting capabilities.
On August 19, the Ministry of Energy announced plans to use AI-Gosplan for energy security and strategy. Just two days later, its potential for industrial policy was highlighted – including coordination between government and business, as well as integration of science and industry.
The initiative fully aligns with Russia’s national project “Data Economy and Digital Transformation of Government” (2025–2030), which calls for introducing AI into governance with funding measured in tens of billions of rubles (hundreds of millions of USD).
A Governance Platform for All
AI-Gosplan represents a cornerstone of Russia’s digital governance strategy. It combines the intersectoral balance ontology with scenario modeling, risk forecasting, and real-time strategy updates. Unsurprisingly, it has already attracted strong interest across government sectors, paving the way for rapid adoption.
By the end of 2025, pilot projects are planned at the Ministry of Energy and in regional administrations, alongside testing of analytics modules. Between 2026 and 2027, AI-Gosplan is expected to be integrated into federal national projects and developed further as a governance platform within the Data Economy initiative. Over the longer term, it may become an exportable product, adapted for foreign governments as a viable alternative to existing strategic planning platforms.
