AI to Boost Efficiency in Russian Construction

Representatives of the Russian Federal Service for State Registration, Cadastre, and Cartography (Rosreestr) and the Ministry of Construction have discussed the integration of artificial intelligence into construction and urban planning. The move is expected to increase operational efficiency and open new opportunities for domestic developers.

Digitalization as the Key to Efficiency

On August 6, a working meeting between Rosreestr and the Russian Ministry of Construction focused on the digital transformation of the sector, with a particular emphasis on AI integration. Experts believe that adopting advanced technologies will accelerate public service delivery and drive progress in construction and territorial planning overall.


The creation of a unified AI-based digital platform for all sectors opens broad opportunities for domestic developers whose products will be in demand in both construction and public administration. The benefits will be tangible for citizens, who will experience faster, higher-quality, and more accessible public services, as well as improved sector efficiency. Furthermore, digitalizing construction processes will significantly reduce costs and speed up timelines, contributing to economic growth and strengthening the market.

Registry and Regulatory Framework

If successfully implemented, the joint experience of the two agencies could become a valuable case study for other countries seeking to digitalize public administration and construction. However, the primary benefits will be domestic: deploying AI-powered services in real estate and urban planning is a logical step in Russia’s broader digital transformation strategy.

To establish a systematic approach, DOM.RF and the Ministry of Construction, with the involvement of the Ministry of Digital Development, have created a Registry of AI Solutions for the construction industry. The registry’s purpose is to unify evaluation standards, establish regulatory frameworks, and prepare skilled personnel. This will enable businesses and developers to choose verified, locally adapted solutions while complying with data exchange, intellectual property, and personal data protection requirements.

From Modeling to the Registry

Since 2022, Building Information Modeling (BIM) has been mandatory for the construction sector. DOM.RF plays an active role in this initiative, offering digital tools such as the Unified Housing Construction Information System (EISZhS), digital passports for new buildings, the “Superservice” platform, and the “Digital Government” system. These services form a strong digital infrastructure foundation for further projects.


In 2024, during the CIPR-2024 exhibition, DOM.RF introduced the Registry of AI Solutions in the construction sector.

More “Smart” Residential Complexes

The joint efforts of Rosreestr and the Ministry of Construction in digitalizing and automating processes are a crucial and expected step toward further transformation of the Russian construction sector. Creating a registry of AI solutions also appears to be a logical move, serving as the main framework for developing an AI ecosystem in the industry, complete with evaluation methods, regulatory standards, and training programs.

Over the next three years, Russia is likely to see pilot launches of AI services, regulatory framework updates, and systematic training of specialists.
