An AI-powered service is helping automate urban planning in Russia
An AI-powered urban planning tool is rapidly transforming how Russian regions generate zoning maps and land‑use classifications, accelerating workflows that once required extensive manual labor

Urban Tech and Digital Transformation
In the Tyumen Region, digital technologies are being actively deployed across multiple sectors, including the urban planning ecosystem. At a recent seminar hosted by the regional Construction Directorate, experts presented an innovative AI‑driven service capable of automatically classifying types of permitted land use and capital construction objects.
Anna Sazonova, an expert at the Research Institute for Construction Physics (NIISF RAASN) and the University of the Russian Construction Ministry, explained that the tool allows specialists to work in an automated mode, dramatically accelerating the preparation of urban planning maps and zoning materials.
One of the First Regions in the Country
Tyumen has become one of the first Russian regions to implement a state information system for supporting urban development activities. According to the regional Construction Directorate, this step has already simplified planning workflows and sped up decision‑making.
Sazonova added that the region actively applies a comprehensive project methodology, developing all planning solutions simultaneously. This approach ensures synchronization across different stages of design and implementation, reducing inconsistencies and streamlining execution.
