Another Russian City to Introduce Autonomous Public Transport

Samara plans to launch driverless buses and trams as part of its long-term development strategy, joining the nationwide push toward AI-powered mobility.

The city of Samara is holding public consultations on its social and economic development strategy through 2036. One of the key initiatives up for approval is the introduction of autonomous public transport—driverless buses and trams designed to increase passenger capacity. In addition, unmanned cargo trucks are expected to handle deliveries to the city’s industrial and commercial zones.

The rollout will become possible once the necessary regulatory framework and digital infrastructure are in place, including 5G networks and high-resolution online maps. The Ministry of Transport has already drafted legislation that defines unified rules and responsibilities for all participants in the autonomous vehicle market—from manufacturers to owners. This creates the legal foundation for the safe, large-scale adoption of next-generation mobility technologies across Russia, aimed at improving citizens’ quality of life.

Autonomous transport is already operating on Russian streets. In September, Moscow launched the country’s first fully driverless tram. By 2035, around 90% of the city’s tram fleet is expected to be AI-controlled.
