Construction in Chuvashia Goes Digital
Project and engineering survey documents will soon be handled digitally. Over time, the shift could provide a strong model for international projects as well.
The Cabinet of Ministers of Chuvashia has approved a draft resolution requiring public-sector clients, starting January 1, 2027, to include electronic project documentation and engineering survey results in new contracts. The transition is set to become mandatory for projects financed from the republic’s budget, while municipalities have been advised to introduce the same requirements for locally funded projects. The technical foundation for the shift is the Informatsionnaya sistema upravleniya proektami gosudarstvennogo zakazchika v sfere stroitelstva (State Customer Construction Project Management Information System), or ISUP.
The decision marks another stage in the digitization of public administration in Russia. Each step is expanding the market for domestic technology, software, electronic signatures and document management tools. For residents of Chuvashia, oversight of public construction should become simpler and more accessible: more transparent document workflows and automated data processing could reduce errors and delays in the construction of schools, hospitals, roads, utilities and other publicly funded facilities.
International Markets Could Benefit From the Experience
Developers will most likely continue integrating ISUP with other government information resources. Meanwhile, the construction market is moving toward broader use of information modeling technology (IMT), progressing from basic electronic document storage to the processing of structured data throughout every stage of a project’s construction.
Large volumes of structured construction data will also be created for analytics and neural networks. Chuvashia is therefore moving toward fully digital management of the life cycle of publicly funded assets, from design briefs and engineering surveys through expert review, construction and subsequent operation. Over time, its experience with digital expert review and construction management could also find demand across the Commonwealth of Independent States. Glavgosexpertiza of Russia is already exchanging digital practices with expert review organizations elsewhere in the Commonwealth, while individual Russian digital services are attracting interest from professionals abroad.
New Rules: A Digital Life Cycle for Projects
In 2022, the Russian government updated its rules for creating and maintaining information models for capital construction projects. Documents and models must now be produced electronically, including through XML and open formats such as IFC. Then, on August 1, 2023, the industry began its transition to structured data: explanatory notes and certain types of cost-estimate documentation submitted for state expert review became mandatory in machine-readable XML format.
In Chuvashia, meanwhile, an order to roll out ISUP was adopted in September 2023. By July 2026, Chuvashia had risen to third place among Russian regions for effective use of the system. In this respect, the republic, like Russia as a whole, is keeping pace with a broader global trend as more countries move toward a digital life cycle for construction documentation.
A Unified Environment Will Expand the Market
As one of Russia’s leading regions in the effective use of ISUP, Chuvashia is now moving to the next stage of adoption. Electronic document management, machine-readable data and deeper integration with information modeling technologies are becoming standard practice for the region’s construction sector.
A unified digital environment is expected to emerge across Russia’s construction industry in the near future. Project data will be created once and then reused by the client, designer, expert review body, contractor and government agencies, eliminating the need to repeatedly transfer information between paper and electronic records. In turn, this should expand the market for Russian technologies in information modeling, construction management and industry data processing.
