Control Panel Shipped for Unit 4 of India's Kudankulam Nuclear Power Plant

The control panel is designed to manage the plant's process systems. In addition to the equipment itself, the Russian engineering team supplied their Indian counterparts with a full package of spare parts, tools, and accessories, together with installation components required for commissioning supervision and subsequent maintenance activities.

Local control panels operate in close proximity to key nuclear power plant equipment and must remain fully functional under demanding operating conditions. The principal technical feature of the delivered panel is its high resistance to external influences. The equipment has been manufactured in full compliance with international standards and Russian nuclear industry regulations.

The control panel has been assigned the highest seismic resistance classification under Russian nuclear standard NP-031-01. This means it is designed to maintain its structural integrity and operational capability during earthquakes of up to intensity 8 on the MSK-64 scale. That capability is particularly important because the Kudankulam plant is located in southern India, one of the country's most seismically active regions.

The equipment is classified as Safety Class 4 under Russian nuclear standard NP-001-97 and complies with the international QNC quality assurance category. Every stage of the product's lifecycle, from design and material procurement through manufacturing and testing, was subject to multiple levels of quality control.

Supply Package

The shipment includes not only the local control panel itself but also the spare parts, tools, and accessories required for installation work and subsequent maintenance. This package will enable engineers on site to install the equipment, integrate it with adjacent plant systems, and complete commissioning activities.

Providing a complete support package will allow routine maintenance and replacement of individual components to be carried out efficiently throughout the operating lifetime of the power unit. The Russian engineering team will oversee installation and commissioning through a supervisory assistance programme, while transferring the operational expertise required for long-term use of the equipment to their Indian counterparts.

Kudankulam Project Progress

Kudankulam Nuclear Power Plant is India's largest nuclear generating station and the flagship project of Russian-Indian cooperation in the energy sector. The project provides for the construction of six VVER-1000 reactor units with a combined installed capacity of 6,000 MW. The first two units were connected to India's national grid in 2013 and 2016 and now supply electricity to the country's southern regions.

Pre-commissioning activities are currently under way at Unit 3, including preparations for open reactor safety system testing. Meanwhile, construction, installation work, and equipment deliveries continue for Unit 4, which will receive the newly supplied control panel. Construction of the plant's third phase, comprising Units 5 and 6, is also progressing.

India has set a target of expanding its nuclear generating capacity to 100 GW, and the Russian side has expressed its readiness to support that goal. Specialist organizations are preparing the technical specifications for a new Russian-designed nuclear power plant in India featuring VVER-1200 reactor technology. Additional areas of cooperation are also under discussion, including the deployment of small modular nuclear power plants to supply electricity to remote communities and industrial facilities.

Supplier Manufacturing Capabilities

West-Engineering is a full-cycle engineering company covering the design, manufacture, and deployment of automated control systems for nuclear and power industry facilities. In 2025, the company relocated its manufacturing operations to Murino in Russia's Leningrad Region, where it has opened two production sites with a combined area exceeding 7,000 square metres and modernized its machine tool fleet. The upgraded manufacturing facilities enable the company to undertake projects ranging from sheet metal fabrication to the assembly of robotic systems.

Last year, the company supplied local control cabinets not only for Kudankulam but also for the Rooppur Nuclear Power Plant in Bangladesh and the Akkuyu Nuclear Power Plant in Türkiye. It also delivered power supply racks, automated chemical water chemistry monitoring equipment, electromechanical actuators, and alternative diesel power stations for multiple nuclear power units.

The company's proprietary technologies include the PLC-WE-01 industrial programmable logic controller, which has successfully completed testing as part of a control cabinet at Kalinin Nuclear Power Plant and has been entered into the Russian register of domestically manufactured industrial products. The company also participated in the modernization of upper-level unit control systems at Unit 3 of Kalinin Nuclear Power Plant and has manufactured more than 600 electrical distribution cabinets for the facility.

The delivery of the local control panel for Unit 4 of Kudankulam Nuclear Power Plant represents a natural continuation of Russian equipment supplies supporting the development of India's flagship nuclear energy project.
