Digital Card “Moroshka” to Add Three New Features

Residents of Russia’s Yamal region will soon be able to claim tax deductions for sports, convert volunteer work into reward points, and pay for services directly through the Moroshka mobile app.

Authorities in the Yamal-Nenets Autonomous District are expanding the digital card “Moroshka,” a platform that combines the functionality of a bank card with social services. In the near future, it will receive three new features. Volunteers will be able to convert accumulated hours of work into Moroshka points. These points can be spent in a personal account on souvenirs, goods from local producers, or discounts on various services.

Starting in 2026, the system will support automatic processing of tax deductions for paid sports activities. This will relieve residents from the burden of collecting documents themselves. According to Elena Karpova, senior adviser to the governor of Yamal, the platform, with user consent, will collect and transmit the necessary data to the tax service. After verification, the taxpayer will see the amount to be refunded directly in their account.

The third new feature will be an integrated payment function within the mobile application. This initiative came from representatives of Yamal’s municipalities. The Yamal experiment has already drawn interest from other regions. Delegations from the Khanty-Mansi Autonomous District and Lipetsk Region have visited to study the project.

Expanding Moroshka’s functionality confirms its role as not just a digital pass but a universal lifestyle tool for Yamal. The project already unites more than 320,000 users. The new features make interaction with the state simpler, encourage social engagement, and stimulate local demand.
