A New Era in Cardiovascular Telemedicine

Perm Krai has become the first region in Russia to apply telemedicine in cardiac surgery, opening new frontiers in digital healthcare delivery. The ongoing project integrates artificial intelligence with primary care systems to provide continuous support to patients with chronic conditions.

The program, known as 'Remote Monitoring,' was launched in 2020 and now covers over 35,000 patients with cardiovascular diseases. In recent months, more than 10,000 new participants have enrolled, trusting their health to a system backed by local clinicians and Russian-built AI solutions.

AI Voice Assistant Enhances Chronic Care

At the core of the program is an AI-powered voice assistant that connects directly with primary care centers. The system uses custom-built speech protocols to conduct daily wellness check-ins with patients suffering from diabetes, hypertension, and heart failure.

Patients report vital signs such as blood sugar levels, blood pressure, and general well-being. When anomalies are detected, alerts are sent to physicians, triggering follow-up calls or emergency responses. For residents in remote or underserved areas, where access to healthcare providers can be limited, this approach serves as a vital lifeline—enabling virtual physician presence around the clock.

Proven Outcomes and National Scalability

According to Perm Health Minister Anastasia Kruten, the system proves that AI in healthcare is no longer theoretical—it is already saving lives. Over the past five years, Russia has moved from pilot projects in regions like Novosibirsk and Tatarstan to large-scale rollouts in Siberia and the Far East, incorporating wearable devices and AI tools.

Today, these systems are being integrated with major national platforms like SberHealth and Gosuslugi, reinforcing the country’s drive toward technological self-reliance in healthcare. The Perm model is now seen as a scalable blueprint, particularly valuable in regions with limited provider density and vast geographic barriers.

Strategic Benefits and Future Expansion

The benefits are multifold: patients receive consistent monitoring without frequent clinic visits, the healthcare system is relieved of avoidable in-person traffic, and quality of care improves. Simultaneously, Russia is strengthening its AI competencies, improving analytical tools, and building large datasets that will underpin future personalized medicine platforms.

Though not currently aimed at export, the technology lays the groundwork for future cooperation with nations facing similar geographic and healthcare challenges. In the near future, the Perm project may be integrated into Russia’s national digital health platform. Plans include expanding disease coverage, syncing with smart devices, and boosting predictive analytics capabilities.
