In Russian regions, efforts to combat illegal advertising are being automated

Russian regions are adopting automated systems to detect illegal advertising, streamline municipal workflows, and improve the visual environment of city streets

Automating Urban Clean‑Up

The city of Novorossiysk has begun deploying an automated system designed to combat illegal advertising, according to local authorities. The platform identifies violations, retrieves the phone number associated with the offending advertisement, and triggers automated robocalls. During each call, a virtual assistant explains the violation and sets a deadline for removing the ad that disrupts the city’s appearance.

This automation allows municipal teams to move from reactive enforcement to proactive citywide oversight. Instead of handling cases manually, the system processes violations at scale, enabling faster cleanup and more efficient use of public resources.

Optimization and Urban Aesthetics

“The strength of the system lies in its ability to process hundreds of cases simultaneously without downtime. This allows us to address the issue citywide, optimize resources, and fight for Novorossiysk’s aesthetic environment systematically rather than selectively,” said Anastasia Zapodobnikova, Lead Specialist of the Smart City department.

By managing large volumes of cases at once, the platform reduces the load on municipal staff and accelerates the removal of low‑quality or illegal postings such as flyers, banners, and unauthorized commercial signage.

Toward Cleaner, Smarter Cities

Automated enforcement systems represent a growing trend in Russia’s digital‑governance landscape. These tools help cities maintain cleaner public spaces, reduce visual clutter, and support safer, more pleasant pedestrian environments. They also create a replicable model for municipalities looking to modernize urban‑management practices.

As cities integrate robotics, AI, and centralized monitoring, urban maintenance becomes more predictable and less dependent on manual inspections — paving the way for more sustainable and visually coherent urban development.
