Irkutsk Region Establishes Interagency AI Commission

By creating a coordinated governance framework, the region will be able to advance AI solutions that have proven effective locally and position them for adoption at the federal level.

The Irkutsk Region has established an interagency commission to oversee the development and deployment of artificial intelligence technologies. The commission will bring together regional and municipal government agencies, IT developers, business representatives, and industry experts. It will serve as a coordination platform for selecting, testing, and scaling AI solutions across government administration, public services, and the regional economy. The region is already piloting and using voice assistants, a unified video data platform built on the Bezopasny gorod (Safe City) system, data processing platforms, AI-powered medical solutions, digital twins, and educational assistants. These technologies are already delivering measurable results by taking routine tasks off employees' workloads.

The commission is designed to bring together previously separate AI initiatives within a single regional digital development framework. That approach is also expected to generate additional business opportunities for Russian developers building these solutions. Residents should benefit from shorter wait times when interacting with multifunctional public service centers and other government agencies. Looking ahead, successful projects developed in Irkutsk could also become a source of standardized AI solutions for use across the federal government.

Projects for All Regions

The new commission is authorized to establish common project requirements, identify priority sectors, assess economic benefits, and prevent duplicate development efforts. One of its most promising areas of work is government and municipal services. The regional contact center's voice assistant could be expanded with text-based chatbots, automatic request classification, AI-assisted draft responses, and automated routing of requests between agencies. These standardized solutions align with the goals of the national project Ekonomika dannykh i tsifrovaya transformatsiya gosudarstva (Data Economy and Digital Transformation of the State). Similar opportunities are also emerging in healthcare, environmental protection, forestry, industry, and urban infrastructure.

Individual solutions that complete successful pilot testing in the Irkutsk Region and demonstrate their effectiveness could also attract interest abroad. Even so, their primary market is expected to remain within Russia. Federal authorities are developing a nationwide AI deployment plan together with regional governments and businesses, giving successful Irkutsk projects an opportunity to be replicated in other Russian regions.

Coordination Framework

Regional AI initiatives have become one of the central pillars of Russia's public-sector digital transformation. The Moscow Region has emerged as one of the country's leaders, having deployed 27 AI-based projects by the end of 2023. Those projects covered healthcare, public transportation, municipal maintenance, citizen request processing, and construction oversight. In 2024, the region also began using AI to monitor snow and ice removal by analyzing images from surveillance cameras.

In June 2025, the Russian government established the AI Development Center. That created a pathway for regions to elevate successful projects to the national level. During the same period, 88 Russian regions approved digital transformation programs for 2026–2028. In 2026, the federal government also created a subcommission responsible for developing and deploying AI technologies. Regional commissions such as the one established in the Irkutsk Region effectively serve as the foundation of this nationwide coordination framework.

Industrial AI Center

Over the next two to three years, AI deployment in the Irkutsk Region is expected to accelerate most rapidly in contact centers, multifunctional public service centers, healthcare, environmental monitoring, video surveillance, and industry. Adoption in the industrial sector is likely to progress more gradually, but its economic impact could be greater. Digital twins and predictive monitoring can reduce equipment failures, lower maintenance costs, and shorten production downtime.

To maximize those benefits, the region will also need to address several significant challenges, including the quality of regional datasets, interoperability between information systems, a shortage of qualified professionals, information security requirements, and the need to monitor algorithmic errors. If those issues are successfully addressed, the Irkutsk Region could develop specialized expertise in industrial AI, environmental monitoring, and satellite data analytics. Those areas are closely aligned with both the structure of the regional economy and the unique characteristics of the Baikal Natural Territory.
