MAX Messenger Breaks Free From Data Limits

Russia’s four largest mobile operators will no longer charge users for data consumed by the platform.

The national MAX messenger continues to strengthen its position as one of the main communications platforms for people across Russia. Market participants are therefore working to make the messenger as widely accessible as possible.

Full Functionality Without Limits

Russia’s four largest mobile operators recently agreed to make MAX completely free to use, with no data limits. The arrangement covers calls, messages, file transfers and digital services. These activities will no longer count against users’ mobile data allowances. The terms are set out in an agreement signed by the heads of MTS, MegaFon, Beeline, T2 and MAX. Users will gain unrestricted access to the functions and services available through the national messenger.

“We see MAX gaining popularity not only as a communications app but also as a service platform and part of the country’s digital infrastructure. That is why we joined this initiative: Beeline customers using the messenger will not have to worry about whether they have enough gigabytes left, because starting August 1, MAX usage will not count against data allowances on currently available plans that include a data package,” said Beeline CEO Sergey Anokhin.

A Zero Balance Is No Longer a Problem

T2 CEO Anton Godovikov, meanwhile, said the operator had already stopped charging for data used by MAX in 2025.

“We care about our customers and want to give them as many ways to communicate as possible. Last year, T2 became the first operator on the market to zero-rate MAX data on its most popular plans, and starting August 1, we are making access to the messenger free across all current plans. This will allow subscribers to freely use the platform’s digital services and stay connected even with a zero balance,” Godovikov said.

The change covers a huge audience. According to the developer, more than 120 million people were using MAX as of early May. They had sent more than 150 billion messages and made over 6 billion calls. As of May, MAX also hosted more than 7 million private and public channels with a combined audience of 300 million subscribers.

Agreement Could Accelerate Platform’s Growth

Industry professionals also say the agreement between the operators should accelerate MAX’s evolution into a universal national digital platform. It is already more than a messenger, serving as an all-purpose tool for everyday tasks through integration with Gosuslugi (Government Services) functionality and other digital services. Chatbots are also being actively developed for the platform, allowing users to handle matters in areas such as healthcare, housing and utilities, among others.

Russia has been working for several years to make socially important online resources as accessible as possible to residents. In 2021, President Vladimir Putin signed a law providing free access to Russian websites designated as socially significant. The initial list included websites operated by government agencies and local authorities, Russia’s state extrabudgetary funds, and the Gosuslugi government services portal. The list has expanded over time.

In 2025, mobile operators T2 and MTS were among the first to zero-rate MAX on some of their plans. The latest agreement is a logical continuation of that effort.

MAX was also added to the Mintsifry (Ministry of Digital Development, Communications and Mass Media) “white list” of online resources in 2025. Its functionality remains available even when mobile internet access is restricted. Now users will also be able to stay connected regardless of how much money remains in their accounts or how much data is included in their mobile plans.

Going forward, zero-rating MAX is expected to help expand the national messenger’s user base. The platform is becoming an increasingly accessible communications channel connecting citizens with each other, government authorities and infrastructure organizations.

Thanks to the support of Mintsifry and the four largest mobile operators, tens of millions of MAX users will not have to worry about rates or data limits. They will be able to contact loved ones or send a document at any time, regardless of the status of their mobile plan or account balance
