Ministry of Emergency Situations Is to Move Fire Garrisons to a Digital Platform

Russia's Ministry of Emergency Situations has drafted amendments to the country's Fire Safety Law that would establish a unified state system for managing fire and rescue garrisons. The new platform is designed to replace paper-based workflows and speed up responses to fires and other emergencies.

Up to 95% of internal operational documents are still maintained on paper, while information about firefighting equipment and unit readiness is often relayed by telephone. In some cases, a single dispatcher must coordinate responses to as many as eight fires at the same time.

Russia's fire and rescue system includes 89 territorial garrisons and 1,403 local garrisons, bringing together more than 23,000 units with a combined workforce of over 394,000 personnel. Each day, about 70,000 firefighters and more than 14,000 vehicles remain on duty, responding to more than 4,500 emergency calls.

The new system will automate the tracking of personnel and equipment, dispatch operations, unit readiness monitoring, and digital map services. The first phase of the GIS TsPG has already been developed and will be deployed on the GosTekh (State Digital Platform) platform without requiring additional government funding.
