Moscow Prepares to Open Video Game and Animation Cluster

The new Skolkovo hub will bring together top developers, offering cutting-edge production studios and government-backed support for the growing creative industry.

Moscow is gearing up to launch a video game and animation cluster, designed to accelerate the development of Russia’s digital entertainment industry. Mayor Sergey Sobyanin announced that eight major developers have already been selected to join the project.

Located on the Skolkovo innovation campus, the cluster will provide residents with state-of-the-art infrastructure for content creation — including a motion capture studio, sound recording facilities, and a dedicated screening room. The space will also serve as a community hub for the creative industry, hosting workshops, training sessions, and presentations.

Government Support for Creative Exports

Sobyanin noted that the city government plans to support the export of Russian-made video games and related digital content abroad. Cluster residents will receive tax incentives and reduced insurance contributions, helping them scale production and compete globally.

Industry analysts say Russia’s video game sector has grown rapidly over the past three years, fueled by new platforms, large-scale projects, and expanding international partnerships. Game development, or “gamedev,” is now taught at nearly every major Russian university with IT programs, as the field becomes a cornerstone of the nation’s digital economy.
