Moscow’s AI City: Algorithms Manage Education, Construction and Public Services

More than 130 city projects using artificial intelligence have already been implemented in the Russian capital

In education, neural networks are used in the Moskovskaya elektronnaya shkola (Moscow Electronic School) platform. The Tsifrovoy uchitel (Digital Teacher) service selects assignments in different subjects and helps students reinforce what they have learned through tests.

In 2025, the system added exercises in English, physics and computer science. Since its launch, the service has been used by more than 1.1 million people.

Teachers are also assisted by an AI chatbot that selects teaching materials, generates tests and answers questions.

For Business

For entrepreneurs, the Supplier Portal now includes a procurement documentation analysis service. The algorithm automatically generates summaries of contracts to help companies quickly assess their capabilities and decide whether to participate in tenders.

On the Mos.Hub platform, the AI assistant KoDIT helps programmers write and optimize code in several programming languages, including Python, Java, JavaScript and C++.

For Designers and Builders

Artificial intelligence is also widely used in construction. On the Tsifrovoy dvoynik goroda (Digital Twin of the City) platform, a generative design service is currently being tested. The AI suggests architectural concepts based on transport accessibility, infrastructure load and economic parameters of the project.

Another service, Kvartirografiya, helps design apartment buildings while taking into account site characteristics, building regulations and sunlight requirements.

For projects that are already prepared, the city also operates the Tsifrovoy normokontrol (Digital Compliance Check) system. It automatically reviews project documentation for errors and regulatory inconsistencies.

City Services

On the mos.ru portal, authorities are testing an updated version of the digital assistant Moskva. The service provides access to a wide range of municipal services.

Through the assistant, residents can submit meter readings, request removal of unwanted items, obtain housing documents or pay the unified utility bill.

“Artificial intelligence helps design buildings, optimize procurement, write code and solve many other tasks. Some of the technologies introduced are developed by the city itself, while others are provided by our business partners. The large-scale adoption of artificial intelligence fully aligns with the objectives of the national project Tsifrovaya ekonomika [Digital Economy – ed. note], which aims to modernize technology and improve the quality of life for citizens,” said Sergey Sobyanin.
