Novosibirsk Region Has Transitioned Wildlife Management to a Fully Digital Format

Novosibirsk Region has fully digitized its wildlife management system, becoming the first in Russia to bring all biotechnical activities online

Novosibirsk Region became the first in Russia to completely digitize its wildlife management processes in 2025. All participation in biotechnical activities is now handled online, replacing traditional paperwork with a unified digital system.

Individuals responsible for preserving and increasing wildlife populations now submit applications online, receive assignments online, and report completed work remotely. All interaction between contractors and the Ministry of Natural Resources is managed through the national Gosuslugi platform.

Using a Digital Key

Contracts are signed through the mobile application Gosklyuch, eliminating the need for in-person visits to the ministry. The pilot project launched in May 2025, and by August all work orders were fully available online.

According to Alexey Sevastyanov, Deputy Minister of Natural Resources and Ecology of Novosibirsk Region, the digital services have made the process as simple and transparent as possible for hunters. Conservation efficiency has grown significantly. Thanks to completed assignments, hundreds of salt licks and feeders have been installed, and new feeding fields have been planted—directly supporting wildlife population growth.

Scaling Digital Conservation Nationwide

After testing, the system may be expanded to other regions. Digital technologies today help maintain forest order—enabling rapid response to illegal logging, detecting fires early, and monitoring the condition of green areas.
