Power Grid Digital Backbone: Rosseti and Business Accelerate Development

Rosseti PJSC and Delovaya Rossiya continue to deepen cooperation, with a joint working group focusing not only on upgrading the power grid services portal but also on developing new digital services.

The joint working group between Rosseti PJSC and the business association Delovaya Rossiya was established last summer following a meeting with the company’s CEO Andrey Ryumin. Both sides agreed to put business interaction with grid operators on a structured footing, moving toward a system-wide approach.

That shift comes as the sector undergoes rapid digital transformation. Rosseti has already rolled out a core digital platform – the Portal elektrosetevykh uslug (electric grid services portal). The platform underwent a major upgrade last year and can now cover the full customer workflow online, including grid connection procedures and the rollout of smart electricity metering.

The number of users has topped 2.3 million and is still growing. Business representatives have expressed strong interest in expanding the range of digital services available through the platform. In practice, for both entrepreneurs and individual consumers, the portal cuts paperwork and increases transparency across the entire grid connection process.

Four Stages of Development

The platform could be exported to EAEU markets and other partner countries, although the current focus remains on expanding and improving domestic rollout. Online service capabilities are set to expand. Rosseti’s digital ecosystem already includes around 50 services, with more planned alongside additional self-service scenarios for customers.

The platform is already integrated with smart electricity metering systems. Rosseti reports more than 20 million metering points across its infrastructure, with approximately 7 million equipped with smart meters. That scale makes it possible to integrate energy consumption management tools directly into the portal.

Further development of the digital grid connection service is expected to enable SMEs to bring projects online faster by reducing manual steps and accelerating the launch of new facilities. The platform’s architecture also supports predictive modeling. For Rosseti, this helps plan network expansion more accurately and forecast demand spikes.

Service Evolution

The ability to submit grid connection requests electronically has been available to Rosseti customers since 2013, following the establishment of the holding company.

In 2014, the Ministry of Energy approved the Unified Standards for Service Quality, a key regulatory framework that allowed digital services to expand.

In 2017, Rosseti launched a unified Portal elektrosetevykh uslug across all its divisions. Customers gained access to personal accounts, online applications for grid connection, and the ability to sign contracts using electronic signatures.

In 2025, the company released an upgraded version of the portal, significantly improving the interface and expanding access to its most demanded functions. New services were added, including installation of solar generation systems, EV charging infrastructure, and other related offerings.

From Portal to Digital Energy Infrastructure

The working group meeting between Rosseti and Delovaya Rossiya goes beyond routine corporate coordination. It reflects a broader shift by major energy players toward fully digital interaction models with customers and partners across the country.

The expansion of these digital channels points to large-scale infrastructure transformation. This is no longer about incremental upgrades to a single service. Digitalization of the power grid has become embedded in the national economy, affecting IT providers, large enterprises, SMEs, and millions of individuals connecting residential properties to the grid.

Today, most customer interactions are handled through the portal, with around 98% of requests submitted electronically.
