Public Sector AI Adoption Accelerates Across Moscow Region

The governor of the Moscow Region, Andrey Vorobyov, described how artificial intelligence has become a core management tool for regional governance, with 53 AI‑powered systems expected to be operational by year’s end.

AI as a Foundation for Regional Governance

At the national IT forum Digital Solutions, Governor Andrey Vorobyov emphasized that the Moscow Region is integrating AI across all areas of administration in line with the country’s strategic course. 

“The public sector in Russia is adapting its entire regulatory framework to information technologies and artificial intelligence,” he stressed.

By the end of the year, 53 AI systems will support regional operations. These tools strengthen data‑driven decision‑making, streamline administrative processes, and modernize public services for millions of residents.

Freeing People for Creative Work

AI now assists in delivering 540 public services in the Moscow Region, analyzing thousands of documents—including certificates, extracts, and IDs—that were previously handled manually by nearly 2,000 employees.

“We have transferred all of this to artificial intelligence,” Vorobyov said. “Now it is done without mistakes and very quickly. We are redirecting people to other tasks—more interesting, more creative ones.”

AI also supports quality control for school meals in 1,650 schools, ensuring that nutrition meets required standards. The region’s digital transformation began during the pandemic, when a voice robot was introduced to help dispatch emergency calls. Today, 15 voice assistants operate across the region.

Next‑Generation Video Monitoring

To safeguard forests that cover 43 percent of the Moscow Region, authorities have deployed a network of 140 cameras with 360‑degree views. AI algorithms monitor video streams in real time and notify emergency teams immediately when smoke is detected.

“The most recent system we introduced involves AI‑enabled cameras at 200 sports facilities across the region,” Vorobyov added. “Now we can analyze how training sessions are conducted and how sports facilities are being used.”

Systematic deployment of artificial intelligence has become a key driver of efficient governance in the Moscow Region. These technologies help solve a wide range of challenges—from public safety to optimizing budget spending.
