Rosreestr and DOM.RF Aim to Make Russia’s Housing Market Safer

New digital tools will help eliminate unnecessary duplication of information and enable more accurate property valuations.

Rosreestr (Federal Service for State Registration, Cadastre and Cartography) and DOM.RF have agreed to develop joint digital tools for the primary housing market and individual home construction. At the center of the partnership is the integration of the Unified State Register of Real Estate (EGRN) with the Unified Information System for Housing Construction (EISZhS). When a shared-equity construction agreement is registered, a unique identifier assigned to an apartment or parking space under construction, along with the property’s characteristics, will be automatically transferred from EISZhS to EGRN. The process is expected to eliminate duplicate records and errors caused by manual data entry.

The two organizations also plan to develop a digital passport for newly built residential properties and a dedicated module within the Analitika rynka nedvizhimosti (Real Estate Market Analytics) service to assess the value of individual homes and land plots. Banks will be able to use average-price data from EGRN to value collateral and make mortgage lending decisions for individual home construction.

This integration could help prevent unnecessary discrepancies among contracts, project declarations and EGRN records. More accurate collateral valuations could also make mortgages for private homes more accessible. Together, these changes mark another step toward creating a unified digital environment for Russia’s real estate market.

The Future: Digital Passports and Automated Registration

Over time, data exchange is likely to evolve into end-to-end digital support for a property, from publication of the project declaration and signing of shared-equity construction agreements to registration of ownership and subsequent analysis of market value. Among the most promising areas are digital passports for apartments under construction, automated checks to verify that contract information matches EISZhS and EGRN data, automatic registration of ownership after a building is commissioned, and more advanced analytical models for valuing homes and land. EISZhS application programming interfaces could also support new services for banks, developers and government agencies.

As these technologies evolve, their effectiveness will depend heavily on the quality of the underlying data, synchronization of identifiers and robust information security. Clearly assigning responsibility among system operators and keeping records up to date – virtually in real time – will be equally important.

One Platform for Everyone

Russia began building a unified digital environment for real estate in 2021-2022. During that period, the federal government approved the Natsionalnaya sistema prostranstvennykh dannykh (National Spatial Data System, NSPD) state program, while Rosreestr began developing the Moe zhilye (My Housing) super-service to bring together the information and transactions needed for a secure real estate deal. By the end of 2023, the unified digital platform was available across all Russian regions, and it entered full-scale operation in October 2024. The functionality of Russia’s public cadastral map was also transferred to the NSPD platform in December 2024.

The year 2025 marked the automation of ownership registration for shared-equity buyers. Since March 2025, developers have been required to submit documents to Rosreestr themselves to register a shared-equity buyer’s ownership rights within 30 business days after the property transfer deed is signed. Electronic filing also became the primary way for legal entities to interact with the agency. Since July 1, 2026, real estate registration documents can also be submitted remotely, with identity verified through the Edinaya biometricheskaya sistema (Unified Biometric System).

Fewer Checks, Faster Transactions

The joint tools from Rosreestr and DOM.RF are designed to close gaps between existing information systems. The integration could ultimately create a single digital record for each apartment, following the property from the design stage through ownership registration. In practice, that would reduce the number of manual checks and speed up transactions in the primary housing market.

The price analytics module for individual homes could improve the accuracy of banks’ collateral valuations and support growth in mortgage lending for individual home construction. Even so, the actual impact will depend on the completeness of EGRN data, the quality of information exchange, and the willingness of banks and developers to incorporate the new tools into their workflows.

Every apartment and parking space under construction listed in a project declaration is assigned a unique identifier in EISZhS. When a DDU for an apartment is registered, that identifier, together with the apartment’s characteristics, will be automatically transferred to EGRN. This will completely eliminate duplication and errors caused by manual data entry into the systems. In practice, what we are talking about is digital recordkeeping for apartments under construction
