RTK-TsOD Deploys Network Quality Monitoring Across 20,000 Rostelecom Sites

RTK-TsOD, a full-service IT provider, has deployed a unified system for monitoring the quality of communications channels that Rostelecom provides to government customers.

The deployment covers approximately 20,000 sites across all regions of Russia and is built on the Smart Control platform, which is included in Russia's Register of Domestic Software.

The system uses metrology-grade monitoring probes installed at customer sites, while the platform continuously analyzes network latency, packet loss, channel throughput, and compliance with service-level agreements (SLAs) without affecting customer services. When it detects anomalies, Smart Control automatically initiates incident response procedures and forwards the data to Rostelecom's technical support team. The time required to respond to incidents has been reduced by a factor of six to eight.

"Smart Control-based network quality monitoring is a comprehensive service with full lifecycle support. The platform was designed from the outset as a scalable solution, allowing us to connect new subscribers and expand the system to additional sites without modifying its underlying architecture," said Alexey Zabrodin, technical director of RTK-TsOD.

He said the approach enables the company to expand coverage quickly while maintaining consistent service quality standards for all customers.
