Russia and Belarus Launch Cross-Border E-Document Exchange

The new system streamlines legal and business document flows and is expected to expand to other Eurasian Economic Union countries.

Russia and Belarus have launched a cross-border electronic document exchange system. Known as TEDO (Transborder Electronic Document Exchange), the service is already being used in both government and business sectors. Legal, technical, and data protection frameworks have been agreed upon, including mutual recognition of e-signatures, digital powers of attorney, and attribute certificates.

The new framework significantly reduces both time and operational costs. In both countries, several electronic document exchange (EDE) operators are already online. According to business leaders, TEDO slashes courier costs, reduces document errors that can lead to fines, and speeds up approval and signing processes. The exchange is fully legally compliant. Experts estimate an 80 percent drop in document transmission costs and a 25 percent or more reduction in staff time required for handling paperwork.

Dmitry Tameev, project manager at the Russian company Kontur.Dialog, noted that the system will soon be expanded to Kazakhstan and other members of the Eurasian Economic Union (EAEU). This opens up significant new opportunities for international cooperation and business growth.
