Russia Calls for AI Regulation in Elections Amid Growing Concerns

As artificial intelligence becomes a fixture in daily life, Russia’s top election official is pushing for legal safeguards to prevent its misuse during voting.

Russia’s Central Election Commission (CEC) has called for the creation of legal frameworks to regulate the use of artificial intelligence (AI) in elections, citing both the technology’s potential and its risks.

Ella Pamfilova, head of the CEC, warned that the unchecked use of AI could undermine trust in electoral outcomes. While acknowledging the positive impact of neural networks in fields such as education, agriculture, and mining, she also raised concerns about the growing ease of mass-producing misleading content.

“On one hand, neural networks have become a useful tool in many sectors. On the other, AI enables the mass creation of materials that, to put it mildly, distort reality,”

Pamfilova said.

“There is also the risk that AI could be used to discredit the results of voting.”

Pamfilova urged lawmakers in the State Duma — Russia’s lower house of parliament — to begin reviewing legislation on the issue this year.

The appeal comes as digital technologies rapidly evolve and AI tools are increasingly embedded in everyday life across Russia. Authorities argue that clear and transparent rules for AI use in electoral contexts are essential to prevent abuse and to reinforce public trust in democratic institutions.

As the country moves deeper into the digital age, regulating AI in elections isn’t just a technical necessity — it’s a political one. Russian officials say any legislative effort must evolve in tandem with technology to safeguard the legitimacy and security of the voting process.
