Russia Deploys Digital Technologies to Modernize the Fishing Industry

Digital tools are helping optimize fleet operations and make the fishing sector more efficient.

Russia is actively rolling out digital technologies to make the operation of fishing ports and the country’s entire fisheries complex more efficient and transparent, Andrey Yakovlev, deputy head of the Federal Agency for Fisheries (Rosrybolovstvo), said in an interview with Korabel.ru.

A key milestone has been the creation of a unified information environment that brings together the “Quotas” system, the Electronic Fishing Log, and Rosrybolovstvo’s government services portal (SIGUR). This integration has made it possible to move most administrative procedures into a fully digital format.

“Processing and issuing electronic permits is one of the core modules. More than 270,000 documents have already been issued automatically. In 2025, over 60% of applications are submitted online, and permits are delivered to vessels in real time immediately after approval,” Yakovlev said.

Special attention has been paid to business convenience. A proactive notification mechanism has been introduced, with the system itself reminding users when documents need to be submitted and offering pre-filled application drafts. In addition, an online service has been launched to issue certificates of origin for fish products destined for China and South Korea, strengthening trust with international partners.

From Simplified Reporting to Port Clusters

Digital transformation is also directly influencing the development of port infrastructure. In the Murmansk Sea Fishing Port, the largest in the Arctic, key processes are being automated and a modern logistics complex is being built. In the Far East, ports in Kamchatka are also reporting cargo growth driven by modernization efforts.

According to Yakovlev, the sector is now showing positive momentum: companies are increasingly investing in domestic ship repair and fleet modernization, while digital tools are helping streamline their operations.

Overall, these solutions are aimed at comprehensive industry development, from simplifying reporting requirements for fishermen to creating modern logistics and repair clusters in ports, strengthening the global competitiveness of Russian fishing companies.
