Russia Plans National Messaging App with Integrated Government and Banking Services

The new platform will combine secure communication with access to official portals, documents, and identity verification, aiming to boost digital trust and safety.

Russia is developing a national messaging app designed to integrate with key infrastructure, including government portals, banks, mobile operators, and other services. The initiative was announced by Andrey Svintsov, Deputy Chair of the State Duma’s Committee on Information Policy, in an interview with NEWS.ru.

Beyond basic communication, the new app will enable users to receive verified messages from official organizations, submit documents, confirm identity and age, and access online benefits and certificates. One of the platform’s core features is user verification: all users will be identified through their mobile phones.

The state will oversee data security, managing the storage of personal information and ensuring secure identity confirmation. This system is expected to eliminate spam messages and fraudulent calls within the app.

Svintsov expressed confidence that Russians will embrace the platform. While existing messengers will still serve casual communication needs, the new app is intended for professional and official use.

According to Svintsov, identity verification will raise trust levels and lower fraud risk. The app is part of a broader push to strengthen national information security and streamline communication between citizens and the state.
