Russia Presents a Global Forecast for the Future of Artificial Intelligence
At AI Journey, Russia unveiled a strategic international forecast for the development of fundamental AI science, highlighting the shift toward global ecosystems rather than competition over isolated technologies.

A Worldwide Effort to Map the Future of AI
Russia, together with leading international experts, has developed a strategic forecast for the evolution of fundamental artificial intelligence research. The results of this large‑scale initiative—launched at the request of the President of Russia—were presented by Deputy Prime Minister Dmitry Chernyshenko at the AI Journey conference.
The report outlines the emerging landscape of AI, where the central value lies in building global technological ecosystems rather than racing for individual breakthroughs.
The work took place over the course of a full year and involved active collaboration with research centers, academic institutions, and technology companies. To account for different scientific traditions and reach expert consensus, analytical sessions were held not only in Russia but also in Morocco, the UAE, Serbia, Pakistan, Uzbekistan, Belarus, Indonesia, Armenia, and Cuba. A total of 270 researchers with strong academic credentials contributed to the project, including more than 150 foreign experts.
Who Moves First Will Shape the Rules
The core idea presented by the Deputy Prime Minister is that modern competition is shifting toward building complete “operating systems” for the future.
The final report was produced by researchers from Russia, China, India, Brazil, Vietnam, and Serbia. The document will be shared with international partners and submitted to the United Nations on behalf of the International AI Alliance, one of the key organizers of the project.
