Russian lawmakers have proposed creating a unified artificial intelligence law for CIS countries, aiming to streamline regulation, accelerate innovation, and build a shared digital economy

AI Governance and Regional Integration

Russian officials have proposed drafting a unified artificial intelligence law for the Commonwealth of Independent States (CIS), positioning the initiative as a new step toward coordinated technological development across the region. The proposal was announced by Artem Sheikin, Deputy Chairman of Russia’s Federation Council.

According to Sheikin, the unified document would harmonize national legal frameworks and eliminate contradictions that slow the deployment of digital technologies. The goal, he said, is to create regulatory conditions that support innovation rather than restrict it — enabling faster technological growth, cross-border cooperation, and joint research efforts among CIS countries.

A Framework for Shared Standards

The project will be coordinated by the Standing Commission on Science and Education of the CIS Interparliamentary Assembly, working together with Russia’s Ministry of Digital Development and the national AI Alliance.

Sheikin emphasized that common standards will reduce companies’ costs related to adapting technology for different national jurisdictions. A unified legal space, he said, will allow businesses to operate within a clear, predictable regulatory environment — something that is in demand globally as countries rush to build AI governance frameworks.

He also noted that the CIS initiative will reflect Russia’s own regulatory philosophy, crafted around “practical benefit for the economy and society,” and aimed at enhancing the competitiveness of regional technologies.

Russia’s Regulatory Influence

Russia already has experience developing AI governance documents that attract international support. The AI Ethics Code created by the national AI Alliance has been endorsed by more than 30 countries — a signal, officials argue, that Russia’s regulatory approaches resonate beyond its borders.

The new CIS-wide AI law is expected to further strengthen regional alignment, promote innovation-friendly oversight, and form a shared regulatory “school” capable of supporting long-term digital transformation.
