Russia Releases AI Education Ranking, Spotlighting National Research University Higher School of Economics as Clear Leader

The Higher School of Economics tops a newly created elite category in Russia’s first comprehensive ranking of universities preparing AI specialists, reflecting the country’s strategic push in digital transformation.
Russia’s National Research University Higher School of Economics (HSE) has emerged as the undisputed leader in a newly published ranking evaluating the quality of artificial intelligence education at Russian universities. The ranking, released by the AI Development Alliance, introduces a new top-tier category — “A++” — reserved for institutions with outstanding results. HSE is the first to receive this designation.
Traditional frontrunners, such as ITMO University and the Moscow Institute of Physics and Technology (MIPT), maintained their strong positions in the “A+” group. Meanwhile, Moscow State University and Saint Petersburg State University stayed steady in the “A” category, signaling consistent program quality.
Notably, the Financial University made a significant leap by entering the ranking for the first time with a “B” rating. Other institutions showing considerable progress include the Peoples' Friendship University of Russia, Ural Federal University, and Lobachevsky State University of Nizhny Novgorod.
The ranking methodology was rigorous, relying on publicly available data combined with independent research. Over 150 employers were surveyed to assess graduate demand, alongside questionnaires completed by 12,000 students evaluating educational quality. University data was further verified through direct access to institutional records. Only universities offering bachelor’s and specialist degrees specifically in AI qualified for inclusion.
