Russia Rolls Out Chatbot for Public Services in National Messenger MAX

A new AI-powered assistant in Novosibirsk makes government services faster, simpler, and available 24/7.

In Novosibirsk region, a chatbot for Russia’s national messenger MAX has gone live at the local Multifunctional Center (MFC). It’s a major step in applying homegrown digital technologies to telecom and government services. The virtual assistant, built on artificial intelligence, provides round-the-clock support, adapting to each user’s requests. The launch underscores Russia’s ability to develop competitive IT solutions that make interactions between the state and citizens easier and more efficient.

Through the service, residents can access up-to-date information on federal and municipal services, check office hours, track the status of applications, and leave feedback about service quality—all at any time of day. If the chatbot cannot resolve an issue on its own, it instantly redirects the query to a live operator at the Unified Help Desk.

Sergei Tsukar, Minister of Digital Development and Communications of the Novosibirsk region, emphasized that the tool is aimed at improving the convenience and accessibility of public services.

The chatbot’s launch in MAX matters not only for the region but for the entire country, showcasing concrete progress in replacing foreign digital infrastructure. The project could serve as a blueprint for rolling out similar services across Russia.
