Russia’s Glavgosexpertiza Converts Federal Cost Estimating Standards Into Machine-Readable Format
Russia’s Glavgosexpertiza has converted more than 56,000 items in the federal cost estimating standards database into machine-readable format. The agency is using the data to build a digital repository to support the development of construction cost standards.

Andrey Savenkov, head of the Cost Standards Department at Glavgosexpertiza, outlined the project at the 16th meeting of the Pricing Commission under the Interstate Council for Cooperation in Construction among CIS member states, held in Dushanbe.
The repository includes digitized archival records documenting the basis for more than 9,000 standards, over 19,000 work operations and more than 78,000 labor standards. Savenkov explained that the data are used to develop and update standards. Alongside calculation-based research methods, the agency also uses analytical methods based on calculations.
Each adjustment factor has been assigned a unique code and linked to the relevant standards. According to the agency, this makes calculations faster and reduces errors in cost estimates.
Glavgosexpertiza is also developing information and analytical services to support construction cost management.
