Russia to Roll Out Biometric Self-Service Kiosks

New terminals will let citizens confirm their identity and access government services without human assistance.

Russia is preparing to install biometric self-service kiosks in multipurpose government service centers, according to Vladislav Povolotsky, head of the Center for Biometric Technologies.

These kiosks will allow people to verify their identity and receive services without interacting with a specialist. A pilot launch is scheduled for 2025.

Meanwhile, regional authorities continue to expand a system that lets citizens access services without presenting a passport. Instead, identification is handled through a terminal located at the employee’s desk. The service is already available in the Chelyabinsk, Lipetsk, Leningrad, and Nizhny Novgorod regions. Saint Petersburg and Chukotka are expected to join soon.

Earlier, Povolotsky noted that biometric verification could also support transit benefits. Biometric data would function as a social card, giving people the choice of how to apply their benefits.
