Russia Uses AI to Track the Impact of National Projects

Artificial intelligence is helping Russia’s Treasury analyze the real-world impact of national programs, cutting down drastically on time and resources.

Digital technologies are streamlining public administration in Russia enabling faster and more accurate analysis of government programs. According to Deputy Head of the Federal Treasury Alexander Albychev, who spoke at the CIPR tech conference, AI now identifies relationships between national objectives and initiatives under state programs—essentially measuring impact and spending efficiency.

Previously, such assessments required large teams working in isolation across different sectors unable to see interconnections. But now, a fine-tuned AI model allows the Treasury to detect cross-sectoral links. For instance, the growth in Russian-made software isn’t just a result of digital transformation—it’s also tied to measures under other government programs.

Albychev noted that manually analyzing two million possible relationships would require 38 experts from 19 fields working for over four years. The AI model now completes that task in just 33 hours processing 1,000 connections per minute.

More than 500 Treasury employees undergo annual training to better utilize AI and independently design new digital services. This effort helps accelerate national projects, cut costs, and improve decision-making accuracy—making AI a critical tool for achieving Russia’s strategic goals.
