Russian AI Service Is to Check Construction Documents for Compliance
Russia has completed the integration of two digital services that allow project documentation to be checked against multiple regulatory requirements within a single system.

Russia has completed the integration of the Digital Norm Control service with TekhExpert: Inspector, making it possible to verify project documentation against several types of requirements inside one digital workflow.
Digital Norm Control was developed by Moscow’s Center for Artificial Intelligence in Urban Development. The service uses AI algorithms to check whether project documents comply with GOST R 21.101-2020, covering their composition, structure, and formatting before they are submitted for expert review.
TekhExpert: Inspector, developed by the Kodex Consortium, addresses a different task. It scans project documentation for references to outdated or invalid regulatory documents and identifies formatting errors. This helps prevent situations where obsolete standards are used in official submissions.
Two Services, Two Stages of Review
Vladislav Ovchinsky, a minister in the Moscow government and head of the city’s Department of Urban Development Policy, said the integrated system operates in two stages. First, Digital Norm Control checks compliance with GOST requirements. TekhExpert: Inspector then analyzes regulatory references and how they are cited.
The integration was tested as part of an interregional pilot project, with trials completed in December 2025. The service is now expected to be rolled out nationwide. It will be used by design firms and developers when preparing documentation.
Part of a Broader Agreement
The expansion of the service is part of a program to replicate Moscow-developed digital products across Russia’s regions. The work is being carried out under an agreement signed at the St. Petersburg International Economic Forum.
Digital document checks allow errors to be identified before formal expert review, reducing revision time and simplifying work for participants in the construction market.
