Demand for IT development in Russia is changing as companies prioritize cost savings and system software.

In 2025, corporate demand for IT products in Russia has shifted noticeably. The market has moved away from large-scale digital transformation projects toward more restrained, applied tasks, according to Maksim Efremov, chief technology officer at RELEX.

He said strict cost control has become the defining trend of recent years. Where businesses once actively invested in new services, the priority has now shifted to preserving and refining existing products.

“Customers are increasingly choosing to modernize and enhance existing systems instead of replacing them entirely,” Efremov said.

System Programming and Related Areas

Demand has moved toward system programming and related fields. Companies are commissioning the development of drivers, system services, and embedded software. Interest in reverse engineering has grown significantly, where it is used as a practical tool for import substitution and for maintaining critical software.

A separate area of focus is the restoration and updating of legacy products. This approach makes it possible to extend their service life while reducing costs.

“Today, what matters most is not the number of new features, but stability, manageability, and a clear, predictable outcome,” the executive said.

According to RELEX, these factors are shaping current demand in the IT market. Businesses are looking for solutions that fit within defined budgets, can be deployed quickly, and do not require a complete overhaul of existing infrastructure.
