Russian Company to Develop Digital System for Egypt’s El Dabaa Nuclear Plant
A Zelenograd-based company, NPP Doza, will develop an automated radiation monitoring system for Egypt’s first nuclear power plant.

The project includes the supply of measuring equipment and deployment of digital monitoring infrastructure for all four units.
Building the Complete System
The project will take two to three years to complete. During that period, the company will carry out every stage of developing the automated system. Engineers will prepare the documentation and coordinate it with the customer. NPP Doza will then manufacture the equipment and conduct testing at several levels. In the final stage, the system will be deployed at the nuclear plant site and commissioned in phases.
The Egyptian plant will add another international site to NPP Doza’s substantial portfolio of overseas projects. The company previously supplied radiation monitoring systems for nuclear projects in Turkey, Bangladesh and Bolivia. In August 2026, it also equipped the SKIF (Siberian Circular Photon Source) megascience research facility in the Novosibirsk Region with a similar system.

Digital Monitoring Infrastructure
The ARMS (Automated Radiation Monitoring System) is a sophisticated hardware-software system that continuously collects, processes, stores and displays data on radiation conditions inside plant buildings and across the site. Its algorithms automatically issue alerts when monitored parameters exceed set limits or equipment malfunctions occur.
In such a system, the software is central to its operation, receiving and transmitting data packets over communication channels using different standards. It also generates standardized reports in tables and charts.
The company has switched to the Russian Astra Linux operating system, which is based on the Linux kernel, reducing dependence on foreign suppliers while helping protect information. The system is certified by Russia’s Federal Service for Technical and Export Control and Federal Security Service. Using Russian software allows the system to be replicated at other critical infrastructure facilities.

Exporting Industrial IT Systems
The supply of a radiation monitoring system for the El Dabaa nuclear power plant demonstrates the strong export potential of Russian industrial IT systems, particularly as part of integrated equipment packages for nuclear plants and other scientific and industrial facilities. The Russian side is supplying comprehensive digital monitoring infrastructure for this critical facility.
The El Dabaa nuclear power plant is under construction in the Matrouh Governorate and will comprise four VVER-1200 units with a total capacity of 4,800 MW. Alongside development of the monitoring systems, Russian manufacturers are producing advanced equipment for the plant. In summer 2026, the Atommash plant began assembling the reactor vessel for unit 4. The digital monitoring systems will now connect the physical facilities within a unified safety environment.

Integration Into Safety Infrastructure
The ARMS will become a core component of the radiation safety infrastructure at Egypt’s first nuclear power plant. The system monitors background radiation parameters and tracks any changes in real time, allowing plant personnel to respond quickly to abnormal conditions.
Successful development of systems like these is creating sustained demand for Russian nuclear safety expertise, particularly in countries friendly to Russia. International customers gain access to proven technologies already operating at Russian nuclear power plants. The transfer of digital platforms accompanies Russia’s export of reactor technology and reinforces the country’s role as a supplier across the full life cycle of nuclear facilities.
