Russian Landowners to Challenge Cadastral Values Through Digital Platform

Russia is beginning the digital transformation of its cadastral valuation system

In Russia’s Omsk Region, landowners will gain online access to data on the value of their property and will be able to interact with relevant government agencies through a unified digital platform.

Land Data in the Cloud

Starting in 2026, property owners will be able to work with cadastral valuation data through the Natsionalnaya sistema prostranstvennykh dannykh (National Spatial Data System) portal. The platform will provide access to information about real estate assets and allow users to interact with government agencies electronically.

Through a personal account, users will be able to request explanations of the methodology used to calculate cadastral values and, if they disagree, submit an application for a review of the valuation. The system will also display the characteristics of a land plot that are used to determine its cadastral value.

Visitors to the platform will also be able to review the results of the most recent state land valuation and submit requests to уточнить parameters that influence the final value of the property.

Agencies and Property Owners

The NSPD platform will integrate several organizations that work with cadastral data. The system will connect Rosreestr, RosKadastr, the Omsk Center for Cadastral Valuation and Technical Documentation, and property owners themselves.

The unified digital infrastructure is expected to accelerate data exchange and simplify administrative procedures. Users will log in through the Gosuslugi portal and will not need to create a separate account for the platform.

Once logged into their personal account, users will see up-to-date information about their house or land plot and a record of changes in its cadastral value, for example after a change in the permitted use category of the land.

Requests Processed Online

All requests submitted through the platform’s services are sent to specialists at the Omsk Center for Cadastral Valuation and Technical Documentation. The system registers applications on the day they are submitted. Responses are delivered to the user’s personal account with an email notification.

Electronic documents have the same legal force as paper ones, allowing users to resolve issues without visiting government offices.

Large-Scale Cadastral Valuation

During 2026, authorities in Omsk Region will conduct a state cadastral valuation of all categories of land. The review will cover plots of various types, including agricultural land, urban land and areas where commercial facilities are located.

The new digital system will allow property owners to track changes in valuation and receive information directly through online services.
