Russian Regions Deploy Automated Road-Maintenance Control Systems

Several regions across Russia are moving toward fully automated oversight of road maintenance, aiming to boost efficiency and eliminate manual reporting by 2026

Digital Oversight to Replace Manual Monitoring

Russia is accelerating the digital modernization of its regional infrastructure systems. In the Yamalo-Nenets Autonomous Okrug (YNAO), authorities will introduce a fully automated road-maintenance control system in 2026, according to Svetlana Gillikh, head of the regional transport department.

The software is designed to send monthly performance reports, detailing the scope and timing of every completed task — from trash removal to pavement repairs. These automated assessments will directly determine the size of subsidies contractors receive. If assignments are not completed on time or in the required volume, a reduced subsidy rate will be applied.

This structure creates a transparent, data-driven mechanism that ties public spending to verifiable results, aligning with broader national goals to digitize governance and enhance accountability in public services.

A Sharp Efficiency Boost in Less Than a Year

The digital monitoring system first went live in YNAO in early 2025, using continuous photo- and video-based reporting to evaluate road-work quality and deadlines. The shift to automated, evidence-based oversight quickly changed contractor behavior.

According to regional data, performance levels increased from 30–35% during the first quarter of 2025 to 90–95% in several districts after the system began issuing warnings related to potential fines.

Beginning next year, reporting will become fully automated with no manual input — a major milestone in the region’s digital transformation strategy.

This move places YNAO among the leading Russian regions using AI-assisted workflows and automated quality-control technologies to improve public-service efficiency and reduce corruption risks.
