Russian Regions Fully Transition Government Services to Digital Format
Across Russia, regions are accelerating digital transformation, leveraging artificial intelligence to scale best practices and deliver faster, smarter public services.
Novosibirsk Region plans to open a new artificial intelligence laboratory focused on solving applied digital tasks and replicating successful transformation practices across sectors. The region is one of the national leaders in converting public services to fully digital formats.
It was the first in Russia to launch a unique service allowing parents to sign kindergarten enrollment contracts through the mobile application ‘Goskey.’ All socially significant public services in the Novosibirsk Region have been digitized, with more than 50 percent of all applications submitted remotely. A Unified Contact Center helps residents navigate the large digital ecosystem.

Computer vision is used to locate criminals and missing children. AI systems detect fires and assist doctors in making diagnoses. Routine processes for civil servants are being automated, saving time and speeding up decision-making.
The region also hosts an IT cluster built around the renowned Akademgorodok. The new generative AI laboratory will enable the creation of even more intelligent and useful services for residents.
Digital transformation has become a core component of the region’s development strategy. Today, it is home to 30,000 IT specialists and 3,000 IT companies.
