Russian Regions Repel Billions of Attacks Using Homegrown Solutions

Public administration systems are relying on a broad set of measures to protect data.

Russian regions are actively developing their own cybersecurity services. According to the digital development ministry of Tula Region, local systems repelled more than 1.5 billion attacks over the past year. Around six million suspicious connections are blocked every day. The figures were presented at a meeting of the regional information security commission.

Speakers noted that attackers continue to look for ways to breach government systems and gain access to data. However, modern protection systems have so far prevented any serious incidents.

To achieve this, the region uses anti-fraud platforms, shared databases operated jointly by telecom providers and financial institutions, and federal-level tools such as international call labeling, voluntary credit bans, and the option to add a trusted contact through the Gosuslugi portal.

Stay Alert and Trust No One

Authorities are also working actively with the public, explaining how to avoid falling victim to fraud. Such outreach efforts have reached 36 percent of the population. More than 21 million students have taken part in the “Digital Literacy Lesson” program.

The work will continue in 2026. The Ministry of Digital Development plans to introduce new security systems, launch pilot projects to protect databases and deploy two-factor authentication, and provide training for employees in the education and social services sectors.

As Tula Region Deputy Governor Yaroslav Rakov put it, everything possible is being done today to protect citizens from cyber fraud.
