Russians Embrace E-Voting for Housing Management Decisions

Across Russia, residents of apartment buildings are increasingly using a digital platform to vote on property management issues, making the process faster, safer, and more transparent.

In Russia, questions about the maintenance of shared property in apartment buildings are increasingly being decided through the digital platform GIS Housing and Utilities (GIS ZhKH). It allows residents to meet online from wherever they are, while also offering a wide range of additional services.

In the Moscow region alone, more than 8,500 apartment buildings have already adopted electronic voting for homeowners. Practice has shown that issues are resolved much faster, and the voting procedure itself is fully transparent. The system prevents falsification of meeting protocols, blocks illegal attempts to replace management companies, and reduces refusals to register apartment buildings in the official registry.

Beyond decision-making, residents also rely on the multifunctional service features of the application. With it, they can submit meter readings, pay for services, and access information about benefits, subsidies, capital repairs, and more.
