Russians Validate Their IT Skills Through a National Certification Platform

More than 367,000 Russian citizens have assessed their digital competencies using a new national platform that issues a Ministry of Digital Development certificate after testing.

Over the past five months, Russia’s Ministry of Digital Development and the recruitment platform HeadHunter have launched a joint digital competency assessment service that allows citizens to take an online test and receive an official certificate. The document helps applicants validate their IT readiness and compete more effectively in the job market.

A total of 86,000 people have already confirmed their qualifications. According to Dmitry Sergienkov, CEO of HeadHunter, demand for IT talent continues to grow across the country. Moscow leads in job creation, but nearly half of the nation’s IT professionals live outside the capital, supporting a distributed and diverse labor market.

Beyond the tech industry—which accounts for 38 percent of all digital job openings—there is strong hiring activity in finance, retail, business services, and construction, each contributing around 4 percent of vacancies requiring digital skills.

“This indicates that our economy has reached an advanced stage of digitalization,” Sergienkov noted.

More than 250,000 applicants on hh.ru have listed artificial intelligence skills in their resumes. The national certification system has become a timely response to the rapid expansion of digital technologies across industries, helping thousands of citizens assess their competencies and improve their competitiveness in an evolving labor market.
