Russia’s Regions Turn to Digital Tech for Smarter Governance

At a strategic session in Krasnoyarsk, regional leaders spotlighted drones and digital platforms as key tools for transforming both industry and urban management.

Russia’s regions are leaning hard into digital tech to modernize industries and reshape civic life.

The meeting, held under the “Siberian Character” education program, brought together participants and Krasnoyarsk Governor Mikhail Kotyukov. The agenda focused on digital transformation in the industrial sector and on deploying cutting-edge management practices to drive regional growth.

A centerpiece of the discussion was the rollout of unmanned aerial systems. Andrey Tkhorov from the regional Center for Information Technologies outlined how drones are being adopted across logistics, monitoring, and agriculture—sectors where automation promises efficiency and new business opportunities.

Digital transformation, officials stressed, extends beyond factories and infrastructure. Through the “Active Citizen” platform, residents can now directly shape policy, from choosing sites for new schools and hospitals to weighing in on transportation planning.

Graduates of the “Siberian Character” program will be able to apply their training in digital transformation and governance across state and municipal services, reinforcing the shift toward data-driven administration.
