Tensor Tests Cross-Border e-CMR Exchange With Azerbaijan

Russian company Tensor served as the technology partner for a pilot cross-border exchange of electronic consignment notes between Russia and Azerbaijan.

The exchange was conducted under a protocol adopted by the two countries’ Intergovernmental Commission on Economic Cooperation. The project is coordinated by Russia’s Ministry of Transport, Azerbaijan’s Ministry of Digital Development and Transport, and the Directorate of International Transport Corridors, with customs authorities also participating. The documents use the UN/CEFACT D22A XML standard, while electronic document management operators exchanged them using roaming technology developed by Russia’s Federal Tax Service.

Tensor had previously implemented cross-border electronic document exchange with Belarus and Uzbekistan. This time, the pilot covered the entire process, from having all three parties involved in the shipment sign the e-CMR to receiving documents from the foreign operator. The shipment was carried out for Kastamonu.

“We are pleased to be part of the e-CMR pilot project. The results show that an electronic international consignment note can make cross-border document exchange faster, more transparent and more secure. This is an important step toward creating a unified digital environment for international freight transportation,” said Regina Khalilova, head of transport logistics at Kastamonu.

On the Azerbaijani side, AzSoftware participated through the Edinoe okno (Single Window) platform. Large-scale onboarding of market participants to the e-CMR exchange is planned for 2027–2028.
