Tyumen Region Launches AI-Powered Utility Incident Monitoring Platform

The new MediashtabZhKKh (Utility Media Operations Center) platform enables authorities to respond more quickly to utility service disruptions.

The Tyumen Region has launched a new digital platform called MediashtabZhKKh (Utility Media Operations Center) to monitor and document utility-related incidents across the region. The platform uses artificial intelligence to automatically analyze news outlets, Telegram channels, and social media, identifying reports of disruptions to heating, water, electricity, and gas services and mapping them to specific locations on an interactive map.

The service operates across all 26 districts of the region and includes data on approximately 7,000 residential buildings. Its database also contains every relevant publication collected since 2021.

Each incident displayed on the map is assigned a severity rating from 1 to 5, allowing officials to identify the most critical situations quickly. The platform combines information from government utility information systems, registries of property management companies, and utility service providers. All personal data is stored in a restricted-access environment and is fully protected.
