Utility Service Contracts to Go Online in Russia by 2028
Russian residents will be able to sign utility service contracts online, with the government aiming to roll out the option in early 2028.

The cabinet is developing a framework for remote contract execution in the housing and utilities sector. Residents will be able to use government information systems and personal accounts on service providers’ websites. Notifications and other key documents will be delivered through the same channels. Compliance with information security requirements will be mandatory.
Authorities expect the digital shift in the utilities sector to speed up connections to infrastructure. The Ministry of Construction and Housing, the Ministry of Energy, and the Ministry of Digital Development are leading the effort.
A federal law is scheduled for adoption in February 2028. If additional government regulation is required, it is expected to be approved in September of the same year.
