VTB Pension Fund Moves From Oracle to Domestic Platform Without a Single Payment Pause
The VTB Non-State Pension Fund has completed the migration of its billing to domestic software. It is the largest project of its kind in Russia.
The system, which serves 11 million clients, was moved from the Oracle stack to the XSQUARE platform by Hi-Square and the PostgreSQL DBMS. The migration was carried out in stages: the core loop was moved in six months, and the remaining areas were transferred domain by domain, with calculation results cross-checked in the old and new environments. Pension accruals and payments were never interrupted. Key operations now run twice as fast on the same hardware, and scaling allows the system to withstand load growth up to 50 million clients.
"The transition to a domestic stack allowed us to achieve significant savings on Oracle licenses, whose support cost tens of millions of rubles a year. At the same time, we did not face the need for a global restructuring of the IT team, since developers moved to the new platform with minimal retraining," emphasized Vitaly Lisitsky, CTO of the VTB Non-State Pension Fund.
